The Director of Administration and Human Resources at the Independent Corrupt Practices and Other Related Offences Commission (ICPC), Musa Ibrahim Alkali, has been conferred with the prestigious title of Member of the National Institute (mni) following his successful completion of the Senior Executive Course at the National Institute for Policy and Strategic Studies (NIPSS), Kuru, Plateau State.
Alkali graduated from the intensive ten-month residential programme designed for Nigeria’s top public sector leaders, during which he presented a far-reaching policy appraisal calling for a comprehensive review of the funding and monitoring framework for constituency projects.
In his research titled “Independent Corrupt Practices and Other Related Offences Commission’s Federal Constituency Projects Tracking Initiative and the Anti-Corruption Crusade in Nigeria: An Appraisal of Kano State,” Alkali recommended a 25 per cent increase in funding, accompanied by stricter oversight mechanisms, as critical steps toward improving infrastructure delivery and curbing corruption.
He argued that constituency projects, when transparently managed, remain one of the most effective tools for addressing grassroots development deficits. Emphasising public accountability, Alkali noted that such projects are government-funded initiatives, not personal donations, and stressed the need for enhanced public awareness to enable communities to hold their elected representatives accountable.
To strengthen enforcement, his report further recommended reinforcing the ICPC’s legal authority—either through amendments to its enabling Act or a new executive order—to empower the Commission to decisively sanction legislators who mismanage constituency project funds.
Kano State was selected as the case study due to its large population, extensive local government structure, and high number of federal constituencies, making it a strategic benchmark for evaluating constituency project implementation nationwide.
Reflecting on his experience at NIPSS, Alkali described the programme as transformative, equipping him with advanced strategic policy and implementation skills. He expressed gratitude to the ICPC for the opportunity and reaffirmed his commitment to applying the knowledge gained to strengthen the Commission’s anti-corruption mandate.
The mni title is widely regarded as one of the highest distinctions in professional and strategic leadership training within Nigeria’s public service.
