The Central African Republic has taken a major leap in public sector modernization with the launch of the Dûnîa digital platform, fully digitizing the Ministry of Economy, Planning and International Cooperation for the first time in the country’s history.
The platform was officially unveiled on February 23, 2026, under the patronage of President Faustin Archange Touadera, as part of the National Development Plan (NDP 2024–2028).
Developed on behalf of the Ministry of Economy, Planning and International Cooperation (MEPCI), Dûnîa represent a structural shift in the governance of economic policy, development planning and international partnerships.
Professor Richard Filakota, Minister of Economy, Planning and International Cooperation, described the initiative as more than an e-government project.
“Dûnîa is an integrated, modular and scalable digital platform that maps all of the ministry’s administrative, operational and strategic processes. It is a strategic lever for development and digitalisation and a core element of our Ambition28 programme,” he said.
Built on an open-source microservices architecture, the platform boasts 99.8 percent availability, encrypted data structures and API interoperability, ensuring security, resilience and seamless integration.
All human resource and budget management processes have been automated. Document management is now fully electronic, project management digitally centralized, macroeconomic analysis data-driven and international funding transparently tracked.
Authorities say the digitization has already delivered measurable benefits, including a reduction of administrative processing times by approximately 70 percent, the redeployment of up to 40 percent of human resources to higher-value tasks, and potential savings of up to 30 percent in recurring administrative costs. All processes are now digitally traceable to minimize corruption risks, while reporting is automated and aligned with international standards.
A central feature of the reform is a unified project register consolidating all governmental, international and humanitarian projects into a single database. This closes information gaps, prevents duplication of structures and enhances the efficient use of development funds.
The platform directly supports implementation of the National Development Plan 2024–2028, for which more than $9 billion was mobilized during the International Investors Roundtable held in Casablanca in September 2025.
By digitally coordinating and grouping projects, authorities estimate potential savings of 15 to 20 percent through reduced overlaps, faster fund disbursement, improved impact assessments and better territorial balance in development execution.
The development and rollout of Dûnîa was carried out in partnership with Central African technology company EDEN TiiiT, led by Cédric Pidjou, who pre-financed earlier project phases.
Officials say the collaboration underscores the growing role of the local private sector in national digital transformation and signals increased confidence to international partners and investors.
The name “Dûnîa,” meaning “the world” or “a place with an infinite number of solutions” in Sango, reflects the country’s ambition to reposition itself globally as a digitally capable and innovation-driven economy.
Authorities described the reform as not merely technological but strategic — strengthening state capacity, boosting transparency and accountability, and laying the groundwork for evidence-based policymaking and sustainable economic growth.
