
A community health centre, equipment provision for the health centre, provision of a 10KVA solar power system, construction of a 10,000-liter water supply facility were commissioned in Nembe Local Government Area of Bayelsa State on Wednesday, 21st May, 2025 by the Nigerian Navy.
The projects were part of the Chief of the Naval Staff Special Intervention Quick Impact Projects (CNS-QIP) initiated by the CNS, Vice Admiral Emmanuel Ikechukwu Ogalla.
The projects were undertaken to improve the Nigerian Navy’s Civil-Military Cooperation (CIMIC) efforts nationwide.
It was learnt that this particular project was facilitated by the Chief of Naval Engineering, Rear Admiral Baratuaipri Iyalla to give back to his roots and improve the lives of the people in Nembe LGA, Bayelsa State.

In his remarks, the Chief of the Naval Staff, Vice Admiral Emmanuel Ikechukwu Ogalla who was represented by the Commander, Operation Delta Safe, Rear Admiral Noel Madugu congratulated the community and informed the audience that traditionally, and indeed globally, CIMIC encompasses activities and interactions between the military and civil society towards the accomplishment of missions and military strategic objectives.
He also stated that the CNS-QIP mandate was in line with Federal Government’s Renewed Hope Agenda. The commissioning of these projects mark a new dawn for the people of Nembe who expressed gratitude to Rear Admiral Iyalla and the Chief of the Naval Staff.

Earlier in his address, Rear Admiral Iyalla stated that the event marks not only the unveiling of infrastructure but also the renewal of hope, strategic intervention, and a testament to the Nigerian Navy’s enduring commitment to National development, especially at the grassroots level.
Also, he noted that the projects encompasses several critical elements designed to address urgent community needs and uplift the quality of life of citizens.
