DIGITAL EXCELLENCE: NCC MAKES BPSR’S TOP THREE MDAS FOR WEBSITE PERFORMANCE

The Bureau of Public Service Reforms (BPSR) has ranked the Nigerian Communications Commission (NCC) among the top three Ministries, Departments and Agencies (MDAs) of the Federal Government with the best-performing websites for 2025.

In a statement announcing the ranking, the Head of Public Affairs at the NCC, Ms. Nnenna Ukoha, disclosed that the recognition comes barely three weeks after the telecoms regulator was named one of the top five best-performing federal government agencies for 2025 by the Presidential Enabling Business Environment Council (PEBEC), underscoring the Commission’s consistency in leveraging technology to enhance service delivery.

According to the 2024/2025 BPSR scorecard on MDA website performance, the NCC emerged second out of 235 MDAs whose websites were evaluated nationwide. Galaxy Backbone Limited topped the ranking, while the Nigeria Export Promotion Council (NEPC) placed third.

The BPSR said the assessment was based on 14 evaluation criteria, including compliance with the .gov.ng domain policy, website appearance and aesthetics, relevance of content to agency mandates and government policies, site structure, responsiveness across devices, security, load time, usability, availability and uptime, functionality, interactivity, accessibility and capacity building.

The ranking was officially announced during the release of the Federal Government’s 2024/2025 MDA Website Scorecard at the Federal Ministry of Finance Auditorium in Abuja on Monday, December 22, 2025. The award presentation to the top-performing agencies took place at the BPSR headquarters on Tuesday, December 23, 2025.

The award, described as a key index metric of the National e-Government Masterplan for assessing Nigeria’s e-government status, was conferred on the NCC in recognition of its commitment to maintaining a world-class website that enhances access to information and service delivery for citizens.

Receiving the award on behalf of the Executive Vice Chairman of the NCC, Dr. Aminu Maida, the Commission’s Executive Commissioner, Technical Services, Mr. Abraham Oshadami, thanked the BPSR for the recognition. He described the award as an encouragement for the Commission to further strengthen its digital platforms in line with the Federal Government’s Ease of Doing Business policy.

“This recognition motivates us to continue improving our web presence as a tool for enhancing public service delivery to our stakeholders and supporting government reform initiatives,” Oshadami said.

Presenting the awards, the Director-General of the BPSR, Mr. Dasuki Arabi, commended the top three agencies for their proactive approach in maintaining standardised, user-friendly and policy-compliant websites. He noted that the 2024/2025 ranking reflects the collective efforts of federal public institutions to promote transparency, accountability and openness in governance.

Arabi explained that the scorecard exercise, introduced about six years ago, has encouraged more public institutions to embrace reforms and align with the Renewed Hope agenda of President Bola Ahmed Tinubu, which prioritises improved governance and effective service delivery.

He added that the deployment of technology for public service delivery has become increasingly imperative in the wake of the COVID-19 pandemic and global socio-economic disruptions, which have heightened the demand for competitiveness, cost-effectiveness and agile governance.

“As the engine room of governance, the public service must adopt technological innovations and standardised digital platforms to deliver services efficiently to citizens,” Arabi said.

He further disclosed that the scorecard exercise forms part of the BPSR’s broader reform mandate, including research on reform implementation, promotion of best practices across the public service, improved access to government information, facilitation of seamless transactions, and efforts to curb corruption and cyber-related crimes. On the rigor of the evaluation process, the BPSR Director-General said members of the scorecard jury, drawn from various inter-ministerial agencies, subjected selected MDA websites to a thorough and transparent assessment process, with the final results passing through a quality assurance mechanism for validation.
