
…HOST NIPSS DELEGATION
The General Officer Commanding (GOC), 6 Division, Nigerian Army/Land Component Commander (LCC), Joint Task Force (JTF), South South (SS), Operation DELTA SAFE (OPDS), Major General Emmanuel Eric Emekah, has asserted that the Niger Delta Region (NDR) and the nation cannot enjoy a seamless operating environment without adequate security.
He made this assertion at Headquarters 6 Division, Port Harcourt Barracks, when he hosted a delegation of Senior Executive Course (SEC) 47/25 from the National Institute for Policy and Strategic Studies (NIPSS), Jos, on Friday, 18th July 2025.
While welcoming the delegation to 6 Division, the GOC noted that NIPSS remains a key player in policy and decision-making processes in Nigeria.
He explained that recommendations from the Institute are transmitted directly to the President, which gives them substantial weight in influencing national policy. He affirmed that only a secure society can function optimally in all ramifications, including safeguarding lives and property as well as sustaining economic growth.
Major General Emekah further acquainted the delegation with the mandate of the Division, which, he maintained, is to protect critical national infrastructure in the NDR.
He stressed that the Division is doing everything within its purview to achieve operational successes, which significantly impact the nation’s economy. He also emphasized the use of non-kinetic approaches in winning the hearts and minds of the people, especially traditional rulers, in support of military operations.
Earlier, the Head of Delegation from NIPSS, Rear Admiral Abubakar Mustapha, thanked the GOC for the warm reception accorded them. He described NIPSS as Nigeria’s foremost institution for strategic policy thinking and planning.
He further noted that the 47th Course of the SEC is tasked with researching issues surrounding security challenges, emerging opportunities, and the way forward, particularly as they affect the blue economy in the NDR and are currently on a study tour in Rivers State.

Rear Admiral Mustapha stated that 6 Division is regarded as the hub of security operations in the region, which hosts key national economic assets. This, he said, informed the visit by Group 7 of SEC 47/25 to obtain vital information to aid their research.
He acknowledged the security threats in the environment, including illegal oil bunkering and refining, pipeline vandalism, sea piracy, and communal clashes. He explained that their visit was part of the programme to assess the efforts being made by relevant stakeholders to address these challenges.
He emphasized the importance of understanding what has been done, what was not done well, and what still needs to be done to attain the desired level of success in operations. The insights, he said, would be used to make informed recommendations to the Presidency and help position the Division to better achieve its operational mandate and harness the potentials of the blue economy.
Meanwhile, one of the participants, Dr (Mrs) Ethel Asinya Mendle, appreciated the GOC and his team for making their visit to the Division worthwhile. She prayed that the doors of the Command would remain open to them in the future, as they would always look back for more enriching engagements.
